In my present publication, you will also be able to review additional analysis I have developed and published on the central question of the Russia – Ukraine conflict and the interreferences of external direct and indirect factors that have served as the spark igniting the fire on the dry hills that are the geo-strategic regions where actually Russia and Ukraine are projecting military power and confrontations.
Given the international repercussions, the globalized dimensions of the destruction and the disruption of the global economic activities resulting from this conflict, China and African leaders are directing their diplomatic initiatives trying to lay down the first steps of a roadmap for rapprochement between Russia and Ukraine.
African leaders hoping to mediate in the Ukraine war met Russian President Vladimir Putin in St. Petersburg Saturday. The delegation aims to bring the warring sides to the negotiating table despite both of them playing down the possibility.
Seven African leaders — the presidents of Comoros, Senegal, South Africa and Zambia, as well as Egypt’s prime minister and top envoys from the Republic of Congo and Uganda — visited Ukraine on Friday to try to help end the nearly 16-month-old war.
Speaking at the forum on Friday, Putin declared that the first Russian tactical nuclear weapons have been deployed to Belarus, describing the move as a deterrent against Western efforts to defeat Russia in Ukraine. He previously said that the deployment would begin in July.
Asked if he could order the use of battlefield nuclear weapons in Ukraine, Putin said that there was no need for that but noted that Moscow could use its nuclear arsenals in case of a “threat to the Russian statehood.”
“In that case, we will certainly use all the means that the Russian state has. There should be no doubt about that,” he said.
The mission to Ukraine, the first of its kind by African leaders, comes in the wake of other peace initiatives — such as one by China — and carries particular importance for Africa, which relies on food and fertilizer deliveries from Russia and Ukraine. The war has impeded exports from one of the world’s most important breadbaskets.

“This conflict is affecting Africa negatively,” South African President Cyril Ramaphosa said at a news conference alongside Ukrainian President Volodymyr Zelenskyy and four other African leaders after their closed-door talks on Friday.
Ramaphosa and others acknowledged the intensity of the hostilities but insisted all wars must come to an end and emphasized their willingness to help expedite that.
“I do believe that Ukrainians feel that they must fight and not give up. The road to peace is very hard,” he said, adding that “there is a need to bring this conflict to an end sooner rather than later.”
Ukrainian President Volodymyr Zelenskiy said after meeting African leaders in Kyiv on Friday that peace talks with Russia would be possible only after Moscow withdraws its forces from occupied Ukrainian territory.
And Zelenskiy said he failed to understand what could be gained from the leaders meeting Russian President Vladimir Putin on Saturday in St Petersburg, Russia’s second city.
“…This is their decision, how logical it is, I don’t really understand,” he told reporters.
Chances for peace talks look dim as Ukraine and Russia take sharply different stands. Ukraine demands that Russia withdraws its troops from all its occupied territories as a condition for peace talks. The Kremlin, in turn, wants Ukraine to recognize the Crimean Peninsula, which Moscow illegally annexed from Ukraine in 2014, as part of Russia and acknowledge other land gains it has made.
China presented its own peace proposal at the end of February. Ukraine and its allies largely dismissed the plan, as the warring sides look no closer to a cease-fire.
The Kremlin has played down the chances of meaningful peace talks with Kyiv. It says conditions for a peace process are not in place, but that it is ready to listen and is open to outside initiatives.
The African leaders were seeking agreement on a series of “confidence building measures”, even as Kyiv last week began a counteroffensive to push back Russian forces from the swathes of southern and eastern Ukraine that they occupy.
Russian President Vladimir Putin on Saturday [June 17, 2023] gave African leaders seeking to mediate in the war in Ukraine a list of reasons why he believed many of their proposals were misguided, pouring cold water on a plan already largely dismissed by Kyiv.
Putin explains why Istanbul agreement flopped
During the meeting, the Russian president reiterated that Moscow has never refused to negotiate, pointing out that dialogue was jeopardized by Kiev and its backers. Putin also produced a copy of a preliminary agreement with Ukraine, initialed during talks in Istanbul last year.
“Here it is! It exists! That’s what it’s called – an agreement on permanent neutrality and security guarantees for Ukraine. It’s precisely about guarantees,” Putin stated, showing the document to the African leaders.
Ukraine broke the preliminary deal immediately after Russia withdrew its troops from Kiev Region, as had been agreed upon in Istanbul, Putin explained. “Kiev authorities, like their masters usually do, threw it all away into the graveyard of history,” he added, stating that no one could guarantee that Ukraine would do the same to any new deals in the future.
Roots of food crisis lie elsewhere
The Russian president also insisted that ongoing energy and food crises were not prompted by the conflict with Ukraine, but stemmed from the actions of Western powers.
“It was caused by the fact that Western countries began to engage in economically unjustified emissions to solve their problems related to the coronavirus pandemic,” he said.
Putin also touched on the UN-facilitated grain deal, explaining it was agreed upon and maintained by Russia to alleviate food supply issues for less-secure nations. However, the deal did not work exactly as designed, and the food flowing out of Ukraine went to the West instead of Africa.
“As of June 15, 31.7 million tons of agricultural produce were exported from Ukrainian ports, while 976 thousand tons – or 3.1% – were sent to the African countries in the most need,” Putin noted.
